Mission Statement

Malaysia’s own nationality law is manufacturing statelessness. This has left many without citizenship. Despite hosting a large population of refugees, Malaysia is not party to the UN’s 1951 Refugee Convention, leading to a lack of protection and asylum system for refugees. It's time they're heard.

The Story


Among others such as Nepal, Saudi Arabia, and Lebanon, Malaysia denies women the equal right to confer citizenship to their children. Unlike Malaysian men, Malaysian women cannot pass down their status to their overseas-born children, rendering many stateless as a result. Other factors such as parents failing to register their child’s birth, and those who were abandoned without documents, also increase the risk of statelessness. Since the government does not recognise the existence of stateless persons in the country, there is little data on this topic. According to the United Nations High Commissioner for Refugees (UNHCR), at least 10,000 individuals in West (Peninsular) Malaysia are currently denied nationality, while numbers are unknown in East Malaysia. This does not include stateless persons residing outside Malaysia.



Malaysia is also not a signatory to the United Nations’ 1951 Refugee Convention. It has no legal obligation to provide the full range of rights guaranteed for Malaysian citizens to refugees, thus lacking an asylum system. As of 2023, there are currently around 182,010 refugees and asylum-seekers registered with the UNHCR in Malaysia. About 158,500 are from Myanmar, while about 23,510 are from 50 countries including Pakistan, Afghanistan, Yemen, Somalia, Syria, Sri Lanka, Iraq, Palestine, and many more.


In Malaysia, not having valid documents means losing access to basic needs like healthcare, education, and stable income from a legal job. Many individuals from stateless and refugee communities are forced to get healthcare at non-citizen rates, or avoid doctor’s visits altogether for fear of possible detainment by immigration authorities. They are also barred from attending public schools, and are limited to odd jobs that are willing to overlook their status. INVISIBLE PEOPLE features 6 members/allies of these groups, with each participant having their own episode. Due to the nuanced, unique experiences of every individual with the issues at hand, this episodic format allows their stories to truly shine without compromising for a single, linear narrative.



Production began in 2021 when we thought Covid-19 restrictions in Malaysia would ease. However, cases skyrocketed instead, and the government doubled down in response. Police roadblocks were set up at every district border in the country, and only those with authorised permission were allowed to travel past certain distances. With the traditional talking heads and b-roll formats no longer an option, the participant interviews were conducted virtually.


Having only video call footage and run-and-gun audio to work with, we decided to turn the recordings into voice overs that will play in tandem with animated sequences, bringing their stories to life in an engaging manner. No one wants to look at a bunch of Zoom screens after all! Each 6-7 minute episode will be attached to a different animator to showcase the distinct circumstances and personalities of every participant through various art styles, all while maintaining an overall hand-drawn/painted look.


We are currently in post-production, with our animators working hard to bring their assigned episodes to life. Supporting this project would help us compensate not just the animation team, but also our editors, music scoring, and film festival submissions! Expected completion would be between March-May 2024.




Adria is a Malaysian mother of a stateless son who was born in Sri Lanka to a non-Malaysian father. Her son has thus not been able to enjoy the rights of a Malaysian citizen since the family returned home six years ago. By sharing her story, Adria hopes to spread awareness about the issue, and urge the authorities to eliminate gender-biased policies barring its own people from citizenship.




Dr. Tamara is a Senior Lecturer in the Faculty of Business and Law at Taylor's University Malaysia, with a concentration in Constitutional Law concerning stateless, refugee, and citizenship issues. Through her on-site research, she aspires to educate the general public about these topics from both an academic and empathetic standpoint.




A Chin refugee from Myanmar, Peter runs a non-profit school dedicated to educating child refugees who are otherwise denied from attending public schools. He recruits the help of volunteer teachers to hold classes from Mondays to Saturdays. Although the pandemic has affected both the school's student capacity and its funding, Peter is still committed to providing accessible and affordable education to those who have been excluded from similar mainstream efforts.




Ms. Maalini Ramalo is a Director for Social Protection of Development of Human Resources in Rural Areas (DHRRA) Malaysia. She currently leads the Statelessness Unit at DHRRA, supported by a team that focuses on evidence-based advocacy and provides direct services to stateless persons with strong links to Malaysia. Alongside DHRRA, she has successfully advocated for policy changes to benefit stateless persons with Malaysian parents (i.e., Education access & SOP processes). The intervention relies on a legal empowerment approach in the areas of identification, registrations, and case management in Malaysia. She has since obtained several certifications on Statelessness, from the University of Melbourne and Institute of Statelessness & Inclusion, Netherlands.




Yoke Ling is a lawyer and Committee Member of Family Frontiers Malaysia, an non-profit organisation that aims to advance, promote, and strengthen family unity and development, ensuring that no family is left behind. A mother of a stateless child herself, Yoke Ling, in collaboration with Family Frontiers and six other affected mothers, launched legal action against the Malaysian government over “sexist and outdated” citizenship laws in 2021 (Suriani Kempe & Ors vs Government of Malaysia & Ors), which they say risk trapping women in abusive relationships and leaving their children stateless.


Fun Fact: According to Captain Planet co-creator and executive producer Barbara Pyle, Yoke Ling served as inspiration for the character Gi, bearer of the Water Ring!




Child of a Malaysian man who left her at birth and an Indonesian woman, Rohana was unable to prove her link to the country via biological parentage which left her stateless. She was mostly raised by former kindergarten teacher Chee Hoi Lan a.k.a. Lao Shi (meaning 'teacher’ in Mandarin). The story of Chee, who is Chinese Malaysian, raising Rohana as a Malay Muslim, went viral in 2022 and touched the hearts of many who were inspired by the their love for each other despite cultural and religious differences.


All these individuals share the belief that citizenship should be a fundamental right rather than a government-mandated privilege, and that stateless and refugee communities deserve access to basic needs like education, affordable healthcare, and a stable income just like regular Malaysians do. By showcasing their stories in visually stunning and emotionally impactful ways, we aim to further spread awareness on these issues and incite calls for change, be it big or small.

About This Team


Growing up in vibrant and multicultural Malaysia, 23-year-old Jean Ho moved to Chicago in 2019 to pursue her filmmaking dreams at DePaul University. Since then, she has gained a multitude of Director, Writer, Producer, Cinematographer, 1st/2nd Assistant Camera, Digital Utility, Key Grip, and Electrician credits across a variety of shorts, faculty films, promotional videos, and spec commercials. She currently holds a BFA in Cinematography and a Screenwriting minor. Outside of filmmaking, she enjoys building LEGO sets, reading, and watching turtle videos online.




Li Wei is a graduate of California State University, Northridge’s Cinema and Television Arts Department with a major in Film Production and a minor in Asian Studies. She met Jean while they were studying at Sunway University in Malaysia, after which they have remained great friends since. Jean introduced Li Wei to this passion project in 2021, and they worked on it when they were both marooned in Malaysia during the pandemic. Li Wei is so proud to witness it coming into fruition through Jean’s efforts, along with so many others who have supported this project every step of the way, particularly members of the stateless and refugee communities who have chosen to share their stories. This documentary means a great deal to us, and we hope it will add to the pressing conversation surrounding topics of statelessness and refugee rights in Malaysia. Li Wei currently works at the Los Angeles County Museum of Art as a Curatorial Assistant for the Chinese and Korean Art Department.




Keiph Oliver is a Chicago born and raised writer, director, producer, and frequent performer. He is currently pursuing a Bachelors of Fine Arts in Film and Television, Show-Running at DePaul University. His films attempt to raise questions about human behaviors and tendencies, often using humor and satire as aids in telling stories about idiosyncratic subjects and topics. Keiph is a proponent of “you get out of it what you put into it,” which is evident through his commitment and work ethic.




Rafaella Villamar is an international student from Ecuador currently living and working in Chicago. She’s attending DePaul University where she’s majoring in Animation with a minor in Illustration. She’s experienced and passionate about digital art, storytelling and visual development. Rafaella has a background in graphic design, traditional animation and multimedia art. She enjoys applying her skills into her everyday life, as well as exploring places and meeting new people.




Sruthi Mohan Kumar is a graduate student pursuing MA Animation with 3D concentration at DePaul University. She has worked on several short films in her undergraduate degree in India, and is working towards a career in 3D animation. Having worked in personal, academic and commissioned animation projects, she is experienced in the medium and aims to explore more techniques and aesthetics. She aims to give life to an idea or a vision through visually appealing animated storytelling.




Josie Masset is an artist and animator from Cincinnati, Ohio. She has her BFA in Painting from Miami University, and is currently earning her Master's in Storyboarding and Character Design from DePaul University. Josie has worked in the production of multiple comedies, including "Lady Comics" by Erica Seff and Kelsey Healey and "Day With a Dick" by Kim Spohn, and hopes to work in pre-production for TV, film, and game studios.




Nirva Panchal is an artist and animator from Chicago, Illinois. She earned her BFA in Animation with a concentration in storyboarding and character design from DePaul University. Nirva hopes to break into the animation world focusing on pre-production and production for television, film and/or the gaming industry.




Carol Otarola is a multi-skilled creative filmmaker with extensive experience working in film, TV, commercials, digital art, animation, graphic design and directing various short films and documentaries. She is a first-generation college graduate and earned her Bachelor of Fine Arts in Film & TV from DePaul University.


Using her unique experiences as a half-Peruvian half-Bolivian filmmaker, Carol aims to diversify creative media by telling authentic and engaging stories about a variety of different communities and cultures. 




Reuben is currently in the process of working towards a BFA in computer animation at DePaul University. He has collaborated with various YouTubers like Exitshere and ToonsbyGoons. He has also worked with the Springfield Illinois Art Association on a few public art projects. Reuben specializes in character animation, various motion graphics and concept art. He wishes to create and work on a diverse library of content that can be enjoyed by people of all different backgrounds.




Olivia Jensen is an independent animation artist out of Chicago, IL. She loves to tell raw, emotional stories and believes that animation is the most beautiful and artistic way to do so. Olivia has directed two award-winning animated short films, "waiting by the phone" (2019) and "Kiss 'n' Ride" (2022), and has worked on numerous other film projects as an animator, illustrator, and storyboard artist. She has been drawing her whole life, and has woven her love of sketches, fashion illustration, and limited color palettes into her film work. She can't wait to use this inspiration and experience to help bring the important stories of "Invisible People" to life.




Evan Carter is an animator, VR filmmaker, and psychedelic artist from Las Vegas studying animation at DePaul University. His work has ranged from feature-films created in VR such as “Shiba King: Assassination” and motion graphic art for companies such as Sony. His love for music ranging from 60s psychedelia to death metal is a major factor and inspiration in his work that shows new worlds and brings extravagant color to the masses.




Marissa is a recent graduate from DePaul University. She was a Film and Television Major with a concentration in Editing. Once she learned how to edit in Premiere, she didn’t want to stop. She has worked on a variety of short films, documentaries, sizzle reels, etc.  She currently works as a Full Time Editor at Spirit Juice Studios. In her spare time she loves to go see a movie at the nearest AMC or play some games on her Nintendo Switch. 




Hailing from Chicagoland, Olivia Vaccher is an editor who developed a passion for film when she was 11. She graduated from DePaul University in 2022 with a BFA in film and a concentration in editing. She has worked on several short form projects with fellow students, as well as her roommate Jean Ho, who she met in her FILM 101 class her first year at DePaul. She has a particular interest in trailers and promotional material for film, and hopes to one day find a career in this field. Currently, she edits freelance at Dreams on Screen, and has done extensive media work with Gigi’s Playhouse. Outside of editing, Olivia enjoys spending her time eating ice cream, binging TV series in her PJs, and sleeping until noon.
