Mission Statement

Our goal with this film is to get Fentanyl Education Curriculum implemented into school grades 6-12 across Texas and the US.

The Story

I was first introduced to Stefanie by my Fire Chief who recommend I go and interview for a video campaign we were working on that uses software and data to track drug overdoses. Stefanie reluctantly said yes to an on-camera interview and I came over with a crew of people to dive deeper into her story. What I saw was a mother stricken with grief over the loss of her only son and a fire that was lit inside her to drive real change. Over the next year we stayed in touch and I followed along on the actions Stefanie was taking to combat the growing fentanyl issue. I was incredibly inspired by her drive, determination, and willingness to challenge our current system. This really was a woman on a mission! As a documentary filmmaker, Im always looking for strong characters who have a clear goal in mind and Stefanie fit that bill perfectly. Once again I called Stefanie and got her to agree to let me make a feature film about her and the work she would be doing over the next few years. After almost 3 years, we have finally made it out with a full length film and one I am incredibly grateful to have worked on. Filming this was truly an eye opening experience for me and made me want to join in on the fight to put a stop to illicit fentanyl. I want this film to help raise awareness around this crisis and show what is currently being done to combat it.




Tucker’s Law follows Stefanie Roe in the wake of her son Tucker’s death from a fentanyl poisoning.  In the years since her loss, Stefanie has become a leading voice in the fight against illicit fentanyl; advocating for new legislation, developing curriculum, and supporting other “Angel Families” devastated by the crisis. In 2023, she helped pass House Bill 3908 “Tucker’s Law” in Texas, which mandates fentanyl education in grades 6–12.  But the victory is short-lived: the law is passed as an unfunded mandate.  Despite hundreds of millions of dollars in opioid settlement funds controlled by the Texas Comptroller’s office, Stefanie and her nonprofit struggle to access critical resources to fulfill the law’s promise.


The film captures Stefanie’s tireless journey through town halls, legislative offices, and family support groups. Intimate vérité footage reveals the emotional toll of advocacy work as Stefanie grapples with grief, bureaucracy, and the weight of a crisis taking more than 100,000 lives a year.  Tucker’s Law is both a character-driven portrait of healing and a call to action.




We are asking for $12k to cover post-production like compensating our amazing editor, our very talented composer, our colorist, and to help hire a poster artist. On top of that, this would go towards the Distribution phase of our project as well. These critical funds would go towards things like Film Festival submissions, hiring a PR agent, and additional marketing costs related to promotion of the film. Our stretch goals would greatly help in making even more of an impact.

$16k - Cover the costs of Errors & Omissions insurance to cover the film legally and ensure we can screen, distribute, and share Tucker's Law to a wide audience

$18k - Full and fair compensation for our crew

$20k - Covers print costs and additional digital marketing assets for further promotion including paid advertising and influencer marketing

Fentanyl continues to wreak havoc on our communities and is still a major issue we face in the US today. We want to get this urgent message out as soon as we can to help combat the rising death toll. We hope this film will raise awareness to whats actually going on and what is being done by our local and state authorities to put a stop to it.


This film is much bigger than us. We hope to drive lasting change and impact upon release of this film. Every dollar contributed would mean the world to us in helping our efforts as we continue the fight against illicit fentanyl. Here's to change and finding hope in unimaginable loss.

Ryan Dowling | Director, Cinematographer

Ryan Dowling is an Austin based Director and Cinematographer who gained recognition for his debut film Duality a graffiti story which gained international distribution. He primarily focuses on impact driven narratives that tackle the complex issues we face today. He is best known for his verite style approach to filmmaking creating the most immersive and realistic experiences for his audiences.


Chase Honaker | Producer, Editor

A filmmaker based in Austin, Texas, excels as a writer, producer,  director, cinematographer, and editor. A Montana native, Chase got his film degree at Montana State University and worked as a technical director at Montana News Station before moving to Texas in 2011. With a decade of experience as lead editor at Hack Studios, his work spans feature documentaries, series, commercials, PSA, and branded content. Notable projects include the feature documentary "Duality" (2022), TV Show "Bucket List" (2021), short film “Forging Texas” (2021) as well as directing the documentary "All Güt Things" (2019), which premiered at The Hill Country Film Festival and earned multiple best documentary awards.


Chris Campbell | Composer, Foley Artist, Sound Mixer, Dialogue Editor

Chris Campbell is a media composer and sound designer based in Atlanta, Georgia. After studying music theory, he graduated from Full Sail University with a degree in Audio Engineering and Production. He grew as a musician playing in punk bands around his home town of Philadelphia. After graduating from Full Sail University, he moved to Atlanta and was the songwriter, pianist and vocalist of the band, Sick Figures. The band produced two albums during their lifetime. As the songwriting progressed, stylistically, the music continued to mold into what sounded more like film music than rock.


Stefanie Roe | Subject

Stefanie Turner is the founder of Texas Against Fentanyl, a 501c3 nonprofit organization dedicated to saving lives through fentanyl awareness. Her life was forever changed after her 19 year-old son died after taking one illicit Percocet pill in September 2021. This tragic event challenged Stefanie to use her voice and passion to help bring awareness and attention to this epidemic that our nation is facing. Stefanie is extremely passionate, honest, and authentic as she bravely shares her son’s story with hopes of helping to prevent others from suffering the deadly effects of this dangerous drug that is devastating our communities.
